Overview
The MNGV LNG Receiving Terminal, Storage and Regasification Plant Project is set to be one of the most important resources of the Malaysian government’s future energy strategy. The project, is expected to be launched in 3th quarter 2017. The project located at Tanjong Langsat Port Complex, Johor, Malaysia consists of two (2) 200,000m3 pre-stressed concrete above ground LNG storage tanks, regasification equipment docking platforms, and other unloading and operational equipment. The total investment for the project, including the liquefaction plant, related marine and storage facilities is USD500 million. Once in operation, LNG is expected to generate revenue of USD1.96 billion annually.
Construction
Construction shall begin in end 2017 and will take 30 month to complete. MNGV anticipates that the first shipment of LNG to the facility could be delivered in mid 2019. The Engineering, Procurement and Construction (EPC) contract for the project will be constructed by an international company. The facilities to be constructed will include marine export facilities and an ocean breakwater and natural gas storage to transport feed gas from Tanjong Langsat, Johor nationwide.
The selection of the Tanjong Langsat, Johor site was based on its natural characteristics and a location that is far from populated communities. Engineering improvements have been made to the plant design based on the finalization of gas supply and LNG sales agreements of 3million MT per annum and the selection of an inland site. The LNG plant will be a single train facility with a capacity of 3 million metric tons a year. It will be able to carry out the following functions: feed gas receiving, liquid separation, gas metering and pressure reduction, removal of carbon dioxide and water from the feed gas. The equipment and utilities will include gas dehydration and carbon absorption units, facilities for refrigeration and liquefaction, LNG and refrigerant storage.
Site Selection
Selection of the site for the LNG project fulfilled the following criteria:
- Oceanic conditions suitable for reliable tanker and berthing operations.
- Proximity to commercial centers that provide raw materials and labor.
- Clear areas of land on the coast with a minimum distance from shore to at least 15m water depth.
- Elevation of at least 20m to mitigate the effects of a tsunami.
- Minimal environmental sensitivity.
- No densely populated areas.
- Stable soils to prevent damage from high level of seismic activity.
Conceptual Engineering
The conceptual engineering phase will be targeted at defining the overall concept of gas unloading and distribution. The conceptual design will address the activities listed below.
The deliverables will include the following in the Concept Stage:
i) Concept Evaluation and Selection Report.
ii) Prepare Basis of Design.
iii) Prepare process deliverables such as simulation report, heat and mass balance, Process Flow Diagrams, cause and effects, equipment list, utility summary, flare and blow down study.
iv) Preparation of plant layouts.
FEED Engineering
The FEED engineering phase will be limited purely to the facilities in Tanjung Langsat, including the LNG loading facilities, jetty extension, LNG pipeline from jetty to terminal, regasification facility & storage terminal. The FEED design will address the activities listed below.
i) Preparation of FEED Report;
ii) Preparation of EPC RFQ Package that will allow Malaysian NGV to initiate the EPC Tender;
iii) Update Conceptual Basis of Design;
iv) Prepare process deliverables such as simulation report, heat and mass balance, Process Flow Diagrams, Utility flow diagrams, utility consumption list, P& IDs, cause and effects, line lists, equipment list, utility summary, flare and blow down study;
v) Prepare process narratives and philosophies;
vi) Process Control Scheme including ICS, ESD and F&G system;
vii) Conduct HAZOP;
viii) Prepare process and mechanical data sheets for equipment;
ix) Prepare electrical deliverables such as the load list, single line diagrams, schematic diagrams, area classification drawings, equipment layout drawings, cable schedules, cable tray layouts;
x) Prepare instrumentation deliverables such as instrument block diagram, field instrument layouts, cable tray layouts, cable schedules;
xi) Prepare functional descriptions for equipment and packages;
xii) Prepare data sheets for electrical and instrument items;
xiii) Preparation of general arrangement drawings / equipment layouts;
xiv) Preparation of plant layouts;
xv) Piping design / FEED level drawings;
xvi) Structural design / FEED level drawings;
xvii) Civil design / FEED level drawings; and
xviii) Pipeline design / FEED level drawings.
Optional Scope –PMC for EPC Tender
Project Management Consultant services to manage the tender and contract placement for EPC of the Johor facilities, including technical and commercial evaluations, clarification responses and final recommendations.
Provisional Project
Based on our estimation, the Provisional Project Cost is estimated at for the 2 Nos. of 200,000m3 LNG Storage Tanks, Gasifier, Jetty and All Other Associated Facilities / Equipment. However, the final sum (herein referred to as the “Contract Sum”) shall be confirmed and agreed after completing the Engineering Design and completed the Front End Engineering Design as mentioned in Clause 1B. The final “Contract Sum” shall be inclusive of all charges and taxes.
